Lake Okeechobee is completely enclosed by an impressive levee system, officially named the Herbert Hoover Dike.

The dike’s construction began during the Hoover administration as a result of two disastrous hurricanes in the 1920s when the lake was literally blown out of its banks. During periods of strong winds the lake becomes choppy and turbulent with short, steep seas typical of shallow water.
