Muscongus Bay is an unfinished jigsaw puzzle of islands, ledges, rocks and river banks. The spaces between provide a myriad of passages between copious safe harbors. Some boaters sail directly to the famed cruising of Penobscot Bay to avoid the careful navigation required but the small towns are pure Maine, focused on going about their business rather than serving cruisers, an atmosphere with its own rewards.
